India-Japan Strategic Cooperation and Implications for U.S. Strategy in the Indo-Asia-Pacific Region
The emerging strategic relationship between India and Japan is significant for the future security and stability of the Indo-Asia-Pacific region. It is also a critical emergent relationship for U.S. security objectives across the Asia-Pacific. India possesses the most latent economic and military potential of any state in the wider Asia-Pacific region. Therefore, India is the state with the greatest potential outside of the United States itself to contribute to the objectives of the “Rebalance to the Pacific” announced by Washington in 2011. This “rebalance” was aimed at fostering a stable, prosperous, and rules-based region where peace, prosperity, and wide respect for human rights are observed and extended. Implicit in the rebalance was a hedge against a China acting to challenge the existing post–World War II rules-based international and regional order.

The Return of Foreign Fighters to Central Asia: Implications for U.S. Counterterrorism Policy
Central Asia is the third largest point of origin for Salafi jihadist foreign fighters in the conflagration in Syria and Iraq, with more than 4,000 total fighters joining the conflict since 2012 and 2,500 reportedly arriving in the 2014–2015 timeframe alone. As the Islamic State of Iraq and the Levant (ISIL) continues to lose territory under duress from U.S.-led anti-ISIL coalition activities, some predict that many may return home bent on jihad and generating terror and instability across Central Asia.

India’s Naxalite Insurgency: History, Trajectory, and Implications for U.S.-India Security Cooperation on Domestic Counterinsurgency
The pace of U.S.-India defense cooperation over the past decade—and especially the past 2 years—has been unprecedented and impressive in many areas. These areas include defense technology cooperation, the discussion of a framework for military-to-military agreements, and the expansion of joint military exercises. U.S.-India defense cooperation, however, will remain limited in critical areas where India’s historical independent interests remain firm. Among these areas of Indian reserve include strategic autonomy, the imperatives of domestic federalism, and the preference for a go-slow approach toward redressing civil unrest. Attempts by U.S. policymakers to press harder in these areas will likely prove counterproductive.

China's Goldwater-Nichols? Assessing PLA Organizational Reforms
In the past few months, China has announced a series of major reforms to the organizational structure of the People’s Liberation Army (PLA): the Central Military Commission (CMC) has been revamped, the four general departments dissolved, new service headquarters created, and five new theater commands established in place of the seven military regions (MRs). These changes are part of a sweeping transformation of PLA institutions, force structure, and policy that will be ongoing through 2020. In pursuing these reforms, China’s leaders hope both to tighten central political control over a force that was seen as increasingly corrupt and to build the PLA into a credible joint warfighting entity. Yet important obstacles remain, and it may be years before the implications of these reforms come into full view.

North Korea 2025: Alternate Futures and Policy Challenges
National Defense University (NDU), the National Intelligence Council (NIC), and the Defense Intelligence Agency (DIA) held a symposium in November 2015 that brought leading experts together to explore four alternative futures for the Democratic People’s Republic of Korea (DPRK, also known as North Korea). The futures were: 1) A Status Quo Peninsula in a Changing Northeast Asia; 2) Korea Reunified; 3) A Reforming DPRK; and 4) The DPRK Must Be Stopped! This report summarizes key findings from this non-attribution symposium, which focused on the interests and potential actions of external powers rather than DPRK internal dynamics.

Korean Unification and the Future of the U.S.-ROK Alliance
Security alliances can take many forms. They can be bilateral or multilateral, symmetric or asymmetric, highly institutionalized or largely unstructured. Regardless of form, security alliances as instruments of statecraft, at their most fundamental level, reflect a deliberate commitment among states to aggregate resources in the pursuit of common interests. For over 60 years, the U.S.–Republic of Korea (ROK) alliance has defended South Korea from external attack and, through the combined efforts of both countries, contributed to peace and stability not only on the Korean Peninsula, but also in Northeast Asia, across the Asia-Pacific, and beyond.

The People’s Liberation Army and Contingency Planning in China
How will China use its increasing military capabilities in the future? China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People’s Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must “make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances.”

An Empirical Analysis of Claimant Tactics in the South China Sea
China, Taiwan, Vietnam, the Philippines, Malaysia, and Brunei all claim some or all of the land features and maritime territory in the South China Sea. One notable aspect of the South China Sea dispute is that its advocates argue past one another with little reference to a common set of facts. Another is the absence of comprehensive data on the actions claimants have taken to advance or protect their claims. The Center for the Study of Chinese Military Affairs at the National Defense University (NDU) set out to create a comprehensive database documenting the various tactics pursued by South China Sea claimants over an 18-year timeframe (1995–2013). This paper draws upon that data to analyze what tactics South China Sea claimants are employing and to present some potential considerations for U.S. and allied policymakers.

China Moves Out: Stepping Stones Toward a New Maritime Strategy
Over the last decade, the People’s Liberation Army Navy (PLAN) has increased the frequency, duration, complexity, and distance from the mainland of its operations. Not only does China maintain a permanent counterpiracy escort flotilla in the Indian Ocean, it also now routinely conducts naval exercises and operations beyond the first island chain throughout the year. This normalization of PLAN operations in the Western Pacific and beyond is an important step toward an emerging new maritime strategy that will incorporate far seas defense.
