Allied Assurance and Integrated Deterrence in the Indo-Pacific
While U.S. extended deterrence capabilities within the Indo-Pacific remain robust for the purposes of deterring regional nuclear-armed adversaries, the article written by CSWMD's Dr. Justin Anderson recommends Washington devote additional time and attention to the assurance of key regional allies increasingly concerned about the rising strength of China -- and the long-term reliability of the United States. Better communicating the enduring importance of U.S. nuclear security commitments represents a key step toward convincing allies to bolster their diplomatic and defense cooperation with Washington as part of broader efforts to develop truly integrated deterrence strategies in the Indo-Pacific.

The PLA Beyond Borders: Chinese Military Operations in Regional and Global Context
No longer confined to China’s land territory or its near abroad, the People’s Liberation Army (PLA) is conducting increasingly complex operations farther and farther from China’s continental borders. Within Asia, the PLA now regularly operates into the far reaches of the South China Sea and deep into the Western Pacific, enforcing China’s territorial claims and preparing to counter U.S. intervention in a regional conflict. Beyond Asia, the PLA is present on the ground, at sea, or in military exercises with foreign partners across the Indian Ocean and into the Middle East, Africa, and Europe. Foreign militaries now regularly encounter the PLA, whether in tense incidents or friendly contacts, on their home turf and in the global commons.

Assessing Chinese Military Transparency
The United States and other countries in the Asia-Pacific region have expressed concerns about China’s expanding military capabilities and called on Beijing to increase transparency on military issues. Chinese officials and military officers argue that Chinese transparency has increased over time and that weaker countries should not be expected to meet U.S. standards of transparency. Lack of an objective method for assessing military transparency has made it difficult to assess these Chinese claims and has inhibited productive dialogues about transparency.
