SYNTHComm: What AI Portends for Warfare…and Requires of Coordinated Command and Control

INSS experts Dr. Elise Annett and Dr. James Giordano authored a chapter in the newly released AI and Ethics Handbook titled "SYNTHComm: What AI Portends for Warfare…and Requires of Coordinated Command and Control." This chapter addresses the use of AI in military contexts, arguing that ethics must be integrated as a core operational component. A synthesized command and control model, SYNTHComm, is proposed, in which human intent, accountability and responsibility for executed action(s) remain primary, while AI provides speed, scale, and adaptive inference.
