Mr. Todd Pennington, Senior Fellow for Space Strategy and Policy, participated in a panel on "Ambiguity in the Electromagnetic Spectrum: Legal and Policy Clarity at the Intersection of Cyber and Electromagnetic Operations" at the 2026 U.S. Cyber Command Legal Conference at Fort Meade, Maryland. The panel included experts in each discipline of the strategic competition triad: space, cyber, and special operations. Mr. Pennington, bringing a space operations perspective to the panel, was joined by fellow panelists COL Sean McMahon (the U.S. Special Operations Command Staff Judge Advocate), and Mr. Larry Edell (Intelligence and Operations Law Attorney at U.S. Cyber Command).
The conference theme this year was "Innovation to Impact," and featured speakers including GEN Joshua Rudd (Commander, U.S. Cyber Command), HON Earl Matthews (DOW General Counsel), HON Katherine Sutton (ASW for Cyber Policy and Principal Cyber Advisor to SecWar), LTG Jeth Rey (U.S. Army Deputy G-6), Mr. Brandon Hugh (Principal Cyber Advisor, Department of the Army), and LTG Paul Stanton (Director, Defense Information Systems Agency).
