Dr. John Shook is a Non-Resident Research Fellow in the Center for Disruptive Technology and Future Warfare (CDTFW), Institute for National Strategic Studies (INSS), at National Defense University.

Dr. John R. Shook (PhD in Philosophy, University at Buffalo SUNY) lectures philosophy at Bowie State University, Maryland and Georgetown University, Washington D.C. He has previously served as Visiting Fellow at the Institute for Philosophy and Public Policy of George Mason University,, Virginia; and Associate Fellow at the Center for Neurotechnology Studies in the Potomac Institute for Policy Studies, Virginia.

Dr. Shook’s primary research areas are the philosophy and ethics of science and technology, and applications of emergent technology in military, intelligence and political operations. He is the author of over one hundred publications; his most recent books include Bioethics and Brains: A Disciplined and Principled Neuroethics with Dr. James Giordano (MIT Press), and Neuroscience, Neuroethics and Neuroculture (Springer), co-authored with Drs. James Giordano and Roland Benedikter. He is the 2025 recipient of Georgetown University’s Tropaia Award for Faculty Excellence.
