On 14 Nov, Todd Pennington, Senior Research Fellow for Space Strategy and Policy in the INSS Center for Strategic Research, participated in a panel on U.S. National Security and Outer Space at the 34th Annual Review of the Field of National Law, the premiere gathering of national security lawyers with approximately 700 people in attendance from government, industry, and academia. Mr. Pennington discussed emerging trends in space operations, legal issues in deployment of nuclear devices in space, the formation and implementation of international rules in great power competition, and other topics. Other panelists included a law professor, a NATO official, and the chief legal counsel for SpaceX.
